"Yes, foreigners are allowed to own property in Lithuania. Non-residents of Lithuania are allowed to purchase real estate in the country, including land, buildings, and apartments. However, they must obtain a permit from the Ministry of Environment in order to do so. Additionally, foreign citizens must register with the State Tax Inspectorate and open a bank account in Lithuania in order to purchase property," remarked another expat who made the move to Lithuania.
