Opinions of the D.R. Real Estate Market To Live and Start A Business

I will soon start a second life and am looking for a opinion on Luperon, and the overall North coast as a place to live and invest. I have been to the D.R. many times. I do not want to live and invest in a area that is going down, but has longer term potential to grow or turnaround? I am flexible on the location on the D.R. Thanks
