Requesting birth certificates from Martinique

Has anyone recently gotten birth certificates from Martinique? We've been trying to get copies of birth certificates sent from Fort-de-France to us in Europe for a few months now. We know the documents exist -- we have copies of them issued a few years ago, and the Mairie's office there sent us a pdf of the documents re-issued this fall, in theory before they sent them -- but they never arrived in the mail. (We requested additional copies, also didn't arrive.) Now the office isn't answering the phone. We need the (recently-issued) documents urgently for citizenship processes here. Any tips?
