Marriage and Moving to Algeria

Hi all, I really need some help. Seems like embassy doesn't want to answer the phone. I am American and have been talking to an Algerian for 3 years, As it seems easier and less of a burden for me to go there, we have decided to meet, marry and live in Algeria. When... we don't know. If it wasn't for my grandparents Id be homeless right now. Money is so tight. But I really need answers so I can know better of what to do. What visa do I take? How do I get residence? Basically what can I do to stay there once Im there? I have no interest in coming back and if I do then I will be homeless and out of work. Not to mention I would be married so I would like to stay with my husband. I also have no problem doing a dual citizenship or becoming Algerian. He is a cop though and has said its against the law to marry a foreigner, but there might be ways. If not he said he will move and look for another good job.
