Argentina Pecos

My husband and I are moving to Buenos Aires soon.
I take it most people do not have a bank account.
That US currency is not accepted, that you can pay for meals, groceries, cell phones, taxis,etc with pecos. My question if people don't have a bank and make a wage how are they paid? In cash, a debit card, not having to do with the bank. Also, if you go next door to Uruguay to visit, I assume the argentina pecos is not used there, so you buy Uruguay pecos to spend there?
Also, If you over stay your 90 days and go to Urugray and get restamped when returning to Argentina they don't want proof that you have a ticket to get out of the country?
I hope some can clear these items up for me
