Pension Refund

About 14 months ago I was coerced onto the public system here by taking a part time job which required it. As many of you know, once you go public there is no coming back. At this point I've paid about 8000 EUR into the pension and will be leaving later this year. I know that both Switzerland and Germany have pension refunds, in addition to reciprocity agreements with the US (my nationality). My question is whether it will be possible for me to pull my pension contributions out after leaving the country.
