Thinking of moving to Belgium

I am thinking of moving to Belgium. I am a US citizen and also an LT citizen. Will I be able to establish myself and my business (without seeking a job; I don't need a Belgian job) anywhere in Belgium without any immigration procedures or huge costs (over several thousand euros)? I would live anywhere in Belgium in a small town as long as I can get a beautiful apartment oir house to buy or rent (with my limited budget) and perhaps buy some land with forest for enjoyment. Or buy land and a small house on it. I'm open to rentals as well, especially for the beginning. Any Belgian town with beautiful nature and bicycle tracks and public areas will be sufficient for me. Please offer rentals and house with land at a lower budget. I can't spend luxury prices, but open to offers. Also any help with (possible) mortgage info will be appreciated.
