Two questions re San Ignacio - Cayo

Firstly how are Belizeans treating dogs?
We have to leave Panama because not speaking Spanish well enough to COMMUNICATE above the level of asking for the restrooms and buying stuff leaves us quite isolated. Our progress via Duolingo is sadly way too slow,
We have a few dogs that would come with us, and we will need to find a population that does not overrun them for fun (like it happens in Greece). The Panamanians are very good to dogs, even stop if they are on the streets.
Secondly, we would need a place close enough to town to be able to go there and enjoy power, internet, water, but far enough that they can run freely. What I found is that you can buy property cheaply, but I don't want to wait for a house being built. Are there places where you can rent-to-buy places in the vicinity of San Ignacio? And if yes, could you help us to find such places or connect us with someone prior to the first visit?
I know: I lied, these are three questions, but I am otherwise an honest person, which, as I was told by others that the majority of San Ignaceans also are.
