Opening a restaurant in Santa Cruz

Hi,

I'm a newbie on this forum. I understand that this topic might have been discussed before but after searching all the threads in Santa Cruz section I couldn't find the answer to my question. So, I decided to try and ask for some info on business opportunities in Santa Cruz area.

Me and my wife live in Peru (she's Peruvian, I'm Russian) and have a restaurant business there. The business is doing quite well but the general situation in the country (mostly insecurity and crime) is making us look at other countries in LA. We've been looking at Paraguay and Uruguay but looks like those places are not exactly the same as what we are used to in Peru, in other words: Bolivia is much closer in terms of culture and lifestyle to Peru than the above mentioned countries. Besides, a friend of mine who'd lived in Santa Cruz for a while told me a lot of good things about the city.
My question is: how easy (or hard) could opening a restaurant or café in Santa Cruz be (availability of commercial spaces for rent, rent prices, "tramites en municipalidad", etc.)?
Also, is Santa Cruz a safe city to live in? Actually, crime is the major reason for us wanting to leave Peru. I understand, crime is a big problem in any city, but what I mean is an organized crime which has become a great problem in most big cities in Peru.

I would appreciate any information regarding the expat life in Santa Cruz.
