Opening a travel business in Brazil

Hello,

I am planning on opening a travel business in Brazil where basically we would broker apartment rentals for international travelers. Both my partner and I would be able to get by on the 6 months allowed on the tourist visa but technically would be doing business there without a storefront. If our business was registered in the US would be need any sort of liscening or registration in Brazil. I am a little lost on what would be legal down there and what is required. Any help or at least a point in the right direction would be greatly appreciated.
