Plan to move to France S.P. next year to get married - how easy is it to obtain permanent residency visa?

Hi, I plan to move to Brasil next year to marry my Brasilian girlfriend who lives in Franca S.P. My move is going to be permanent and we plan to get married in Brasil shortly after I arrive. However, I wil lbe entering on a tourist visa via Guar. Airport S.P. which entitles me to say for (I think) 90 days. Should I be contacting the Brasilian Embassy here first of all to make them aware of my intentions before arriving in Brasil or is it sufficient to arrive with a tourist visa and then approach the Federal Police after the marraige takes place?
