Visa Abolishment

Hi,
I'm new here and in the process of purchasing property with an eye toward relocation upon retirement. My sales agent has told me that "Hillary" has brokered a deal between the US and Brazil to eliminate visas,and to allow for foreign bank accounts in Brazil. The agreement is to take effect sometime in the summer of 2010. Is it a sales pitch? Is it valid? Has anybody heard something similar? I went to the US Consulate web site to no avail.
