MBA case study, feedback apprecaited

I am doing a case study for my MBA in NYC and was hoping for some insight. The question is:
How should a traditional North American or European Company most effectively put together an expatriate program, if the company were to join a venture with the Casa Bahia Comercial in Sao Caetano do Sul.
If anyone can share some experiences or insight into the question it would be greatly appreciated, either positive or negative.
