schooling?

Can anyone advise on schools in bulgaria?
mostly the stories are quite scary. I have a 7 year old and we are thinking of living permanently in our house in sliven. However reading into it, the schools are very bad and i would end up sending him to an international school in sofia, which of course would mean big fees and him boarding>
Any help or advice would be appreciated:)
