Ex pat health insurance

In order to apply for a residency permit here in Bulgaria, my partner and I need health insurance. We have lost our EHIC cards, and are unable to get them replaced, as we are living in Bulgaria, and new cards can only be sent to UK addresses.
Can anyone recommend a cheap option for us to get health insurance? I have quotes from bupa, axa etc, but these are very expensive.....we need a cheap option, just so we can get our application for residency completed
