Electric Bills

Hi
Can anyone please help.
We have 2 apartments in Bansko both one bed and our electric bills have been very small as we don't rent them out and are only for personal use.
We have bought a 2 bed house (a new build) in Gorno Draglishte and since our completion date which was the end of December we have 2 bills one of 163 lev and now one of 177.82.
Our lawyer made sure the bills had been paid up to date before we completed.
We have only spent a week in the house.
We have tried to log on in English to the CEZ website but it keeps saying error.
Having registered with Epay.bg I can see what my bill is but can someone please explain the 2 dates one is around a month earlier than the other.
What is the tariff (CEZ)
Also is there a standing charge.
