Previous Criminal History?

My brother is considering a permanent move to Chile with me and my parents. He was convicted of 2 sex offenses with a minor over 10 years ago. The offenses literally consisted of touching a 13 year old and a 14 year old girl on their posteriors over their clothes for 1 second and then running away (He used to be a meth addict). He served prison time in California, but that is all he did. Question: What are his options for coming with us? What type of process can he/we expect from the Chilean Govt. as far as travel, work and/or resident visas? Will they turn him away? He didn't molest, rape or even flash anyone. I know it is creepy, but he is my brother and he has been sober since those incidents.
