relo - not retired but not working?

Hello, everyone!

I am at a spot in my life where I have enough savings to live in a cheaper location for 2-4 years while I get my author business off the ground. I've published a book but need the time and headspace to write more. I speak Spanish but am brushing up on it and don't plan to move for at least 12 months, so I have plenty of time to really immerse myself in the language again before moving to Chile. I'm a US citizen, and I've spent a month each in Ecuador and Spain.

So, questions for you all:

1) Can I apply for temporary residency without having a job and without having a retirement income? I don't want to get chased out of the country at the end of 90 days.

2) Are there places in Chile where you can live for ~$1500/month? Including rent, food, utilities, health insurance, etc. I'm not looking to buy real estate.

3) If you don't mind sharing, where do you live and what are YOUR current monthly expenses like?

4) Santiago seems too polluted and noisy for my tastes. I don't mind living in a city but I'm thinking not Santiago. Is there somewhere else that I could live without needing a car? Remember, I won't be commuting to work, but I still want to be able to socialize with other expats and everyone.
