CHICKEN OR THE EGG

I understood a lot, from the nice people on this forum, about the temporary Visa, RUT, health care, etc.
How all these things affect your possibility to pay utilities, to have a cell phone, to open a bank account.
But I am confused about one thing: "Which is the first step you have to take once you arrive in Chile?"
I already have a short term apartment for a month there. So what is next? It is the RUT? It is the temporary visa? Other?
