Current immigration LAW was passed in 1975 and its Regulation is from 1984, in 2015 there was a Rule (Resolución) that created the "Visa por Motivos Laborales" in 2018 another Rule eliminated it. Since that visa accounted for more than 70% of Visas, and Haitians need a Visa to visit Chile, most Chileans think "Immigration is now controlled"
When the new law is passed, AND its Regulations are ready, you will not be able to apply for a Visa in Chile (unless some special circumstances apply)
But when?
I get that question on a daily basis, my answer is 21-04-21 or 04/21/21 both new Law and Regulations will be ready by that time at the latest.
