Conjugal Visa

Anybody on the forum with experience obtaining a conjugal visa? My novia and I went to Bogota with all the papers but papers not accepted because Medellin notary had not registered the document. Medellin notary said one year living together. Gov't official in Bogota looked at our papers and did not mention our papers saying one year together only the problem the notary had not registered the documents. We visited 2 other notaries in Bogota and they said 3 days to register but they would not write a new paper because they said 2 year living together requirement
