Dual citizenship-start process in US

Hi, I'm an American born to a Colombian mom and as a child I lived in Colombia. Currently, I'm living in California and trying to get my contrasena. I went to the Colombian embassy and was told that I should have a cedula number so they directed me to the Registraduria national's website to find my info....I came up with goose eggs...nada. My next option is providing them with my mom's cedula and passports which I have, slong with my birth certificate, dads info, and then another Colombian relative older thsn me (aunt/uncle) vouch for me .... Since my mom has passed on.

Two questions 1-has anyone done their citizenship papers stateside? Does it take quite as long as what I have read? 2-will the contrasena be sufficient for me to open up an account online with bancolombia to transfer money and begin to establish a financial identity prior to my move? I will be visiting my family in Colombia again either in Nov of this year and next summer 2014...but I don't want to wait and do all this leg work while I'm in Colombia if I can get some of it done here.
