ELN & FARC holding hostages

91 hostages, mostly political peace activists it seems, are held since 2020 to this day by criminal groups in Colombia.
The title doctor in the video usually refers to attorneys, a Colombian custom.

Here a translation of the wording furnished regarding the video:

Kidnapping in Colombia continues to be a scourge that many families suffer because of illegal armed groups. The Ombudsman's Office warned that, since 2020, more than 91 people are in captivity. Their families ask for urgent release.

"Due to the concern that we have about the increase last year in the kidnapping of people, especially in areas where the ELN and the self-proclaimed Central General Staff of the FARC dissidents commit crimes, we have asked these illegal armed groups for confirmation of the data that we have registered in the Ombudsman's Office about the people they currently have in their possession," indicated the Ombudsman, Carlos Camargo Assis.

Kidnapping is a reprehensible practice, a violation of IHL (International Humanitarian Law) that should not continue to occur; however, it is one of the main forms of financing of armed groups in Colombia and it continues to register victims. Between 2020 and 2023, 91 people are in captivity, as revealed by the Ombudsman's Office in a letter addressed to the new peace commissioner Otty Patiño and the government's chief negotiator Camilo Gonzalez Posso.

My two cents: If the orders were given by 'el Comandante Supremo', Colombia military could be deployed in areas where these 'domestic terrorists' hide out and neutralize them within a few months, but the problem is; illegal groups have relatives all over the country (remember the strong family ties) and there would be an immense 'grito' coming from mostly poverty stricken and indigenous areas if their loved ones were killed en masse.
