Realistic budget in Medellín?

I was just checking my Fidelity account and looked at the news feed they provide. There was an article extracted from US News & World Report titled, "10 places to retire abroad on Social Security alone" (URL: https://www.fidelity.com/insights/retirement/retire-abroad-social-security).

One of the 10 places is Medellín and the article states, "Couples can live in Medellín for less than $1,700 a month".

My wife and I are fortunate enough we do not need to do so. From what I have seen on the forum it sounds like there are nice places to live in Colombia where USD$1700 monthly, or equivalent in other currencies, would work for North American & European expats. So, my question is, how realistic is that in Medellín? And secondly, what would be the best bet in other locations in Colombia on that budget? I am curious since this is being circulated in MSM, not really looking for commentary on news reporting but rather what it takes to live here without too much shock if you are an expat.
