Certificado de Movimientos Migratorios

I am currently in the US and trying to apply for an M visa (my spouse is Colombian). We are using an immigration specialist to assist. They said I could apply for the M visa while remaining in the US.

They sent us a list of items needed, and on that list is the Certificado de Movimientos Migratorios.

I am reading online that after I request the form on the website, I have to physically pick it up at an office in Colomba. Is that correct?

If so, then how is it I can apply for this visa while remaning in the US?
