Relocating to Costa Rica

I am a little startled after reading a number of "Costa Rica" postings that the majority of Americans refer to theri decision to live in Costa Rica - as though there were no borders to cross and, therefore, immigration routines. Everybody seems to take it for granted that they can make the decision, then just moreo r less "arrive". During my recent visit - followed by a decision to return on a permanent basis next year - I learned more about the various categories of residency. There seems to be little point in purchasing a business or property if one can't live there legally to enjoy it! Do Americans - as opposed to Brits like me - benefit from some sort of "open door" policy?
I intend appointing a lawyer there to handle my application before doing any purchasing. Presumind that my documents are in order - fianncial status, no criminal record (!) approximately how long does the acceptance - or refusal! - process take?.
