Shipping restrictions

In the process of getting ready to ship our household goods to CR and found this list of restricted items and prohibited items. Wondering on some of them? Used shoes? Underwear? Dose that mean we cannot ship our clothing that we use such as shoes and underwear? Or are they shipping for resale? Or do we or can we bring them into CR as luggage?
