Serious Changes for Paypal/Xoom users

I've been sent this message to my email about some serious new changes in Paypal user agreements:

"AMENDMENTS TO CERTAIN U.S. PAYPAL AGREEMENTS

We are updating certain PayPal agreements (listed below) that apply to U.S. customers. The changes described below will go into effect on November 12, 2020, or as otherwise set forth herein, and include changes that affect how claims you and PayPal have against each other under the Xoom Account User Agreement are resolved. If you would like to opt-out of the newly included Agreement to Arbitrate, please read below. Otherwise, there is no action needed from you, as the changes will occur automatically on the applicable effective dates. In the event you would prefer to decline the changes and close your account, you can do so prior to the applicable effective dates and the changes will not apply to you.

Amendments to the Paypal/Xoom Account User Agreement

We are adding that, with limited exception, you will be required to submit claims you have against PayPal in connection to the Xoom Service to binding and final arbitration, unless you opt out (close your account) of the Agreement to Arbitrate, which can be found in Part E, Section 10 by December 13, 2020. Unless you opt out: (1) you will only be permitted to pursue claims against PayPal on an individual basis, not as a plaintiff or class member in any class or representative action or proceeding and (2) you will only be permitted to seek relief (including monetary, injunctive, and declaratory relief) on an individual basis.
We are clarifying where Xoom will provide legally required advanced notice of any Transaction Fee changes.
We are clarifying that you may lose your transfer amount if you if you provide incorrect recipient account details."
