new cedula delays ???

My cedula expired LAST april... when I called to schedule a renewal... was told to call back in October (2022) to get the appointment... which was given to me for Feb. 3 of this year (2023)
Went to appointment (at BCR in Ciudad Quesada) with necessary documents (I am rentista) and all went well. I paid 84,000 colones, received a printed receipt with my photo/etc. and was told to go to Correos Costa Rica to pick it up on March 7. (In Ciudad Quesada)
Went to Correos... it wasn't there yet. They said wait 15 days.
Went back in late March... the woman wouldn't even look it up to see if it was there... she just shook her head and said that Migracion was having a 'money' issue; and that cedulas for foreigners were delayed. I asked what kind of money issue... she said something to do with salaries ??? Anyway, went back a 3rd time... still not available.
Meantime... I am having major issues with an expired cedula and a passport that has no 90-day visas; which I do not need due to the fact that I have residency. I was declined at the clinic (I am a member of the CR 'caja'...) declined at my bank (had to talk to a personal banker) and declined at the car rental agency. All because I have no valid ID. ??????? I wrote the embassy, and they had me print, sign, and scan and send back to them a Privacy Waiver... only to then tell me that Migracion won't 'speak' to them about my cedula status... because the Embassy would be a 3rd party. So I wrote to Migracion about it and have not heard back yet.
Is anybody else, who had their cedula expire from Feb to Dec. of last year (2022) having an issue getting their new cedula??
