Applying for Visa

I am planning to move to CR this summer and apply for a digital nomad visa. I know if you enter the country without residency, you need to show proof of returning home or moving on to another country. But I called the consulate in the US and they said you don’t apply for residency until you arrive in CR, not before going. So, what’s the best way to enter the country on just a passport if you intend to apply for residency immediately?
