Costa Rica Drivers license

Hi everyone, I am trying to get a Costa Rica driver’s license and have been approached by the people who are managing my residency application who said I can get one expedited by them but the cost the are charging is a little over $100, which I think is high and I don’t really trust them. I am looking to DIY it. For anybody that has done it themselves, I would appreciate some step-by-step instructions. Thanks in advance!
