New law regarding taxes on assets

Apparently, there is a new law that requires migrants who have over $100,000 in assets in Ecuador to report these to the government by December 2009. Rumor has it that there will be a 25% tax on these assets. I have checked with my attorneys in Quito and apparently the law exists, but the details are sketchy. Does anyone have specific information on what the law actually requires and what type of assets are included?
