Open Letter from the
Confederation of Indigenous Nationalities of the Ecuadorian Amazon to Ecuador and the World

The Governing Council of Indigenous Nationalities of the Ecuadorian Amazon CONFENIAE, denounces and holds responsible the government of Rafael Correa Delgado before the national and international human rights organizations in witness of the grave violation of fundamental human rights of Indigenous Peoples and nationalities particularly the Shuar Nation of Morona Santiago.

This afternoon at 4:30 PM at the main bridge of the Upano River linking the provinces of Morona Santiago and Pastaza, law enforcement officers backed by a helicopter from the air brutally attacked demonstrators with firearms, which resulted in two dead and 9 wounded, members of the Shuar nation, who are maintaining a peaceful resistance for life and protection of nature PACHAMAMA.

Today, the dictator President Correa declared a civil war against the original nationalities of the Ecuadorian Amazon, and therefore we demand that the OAS and the UN intervene with urgency before the government of Ecuador, to monitor and observe the blatant violation of the Indigenous Peoples' rights in accordance with all Treaties and conventions signed by our country such as ILO Convention 169 and the United Nations Declaration on the Rights of Indigenous Peoples.

Faced with this critical national reality in which we live today, we the marginalized and excluded Peoples of the country, Indigenous Nationalities of the Amazon, now declare a State of Emergency throughout our ancestral territories, without lifting the actions of indigenous uprising.

Likewise, we urgently request the establishment of a high level commission of national and international effect, comprising the representatives of governments friendly to America, such as: Bolivia,Venezuela, Guatemala, Nicaragua, and member countries of UNASUR, CAN, International Human Rights organizations, the Coordinator Indigenous Organizations of the Amazon Basin "COICA" in order to search for mediation between the government of Ecuador and the Original Nationalities and Peoples of Ecuador.

Finally we call for solidarity from all social sectors in the country, addressing the atrocities that are happening in the Ecuadorian Amazon, violating respect for the true Pluri-nationality of the State.

CARTA ABIERTA DE LA CONFENIAE AL PAIS Y AL MUNDO
Puyo – Unión Base, 30 de septiembre de 2009

El Consejo de Gobierno de las Nacionalidades Indígenas de la Amazonia Ecuatoriana CONFENIAE, Denuncia y responsabiliza al gobierno de Rafael Correa Delgado ante los Organismos de Derechos Humanos nacionales e Internacionales sobre la grave violación de Derechos humanos fundamentals de los Pueblos y nacionalidades Indígenas en especial de la Nación Shuar de Morona Santiago.

Esta tarde a las 4:30 p.m en el puente principal del río Upano que une entre las provincias de Morona Santiago y Pastaza, la fuerza pública apoyado por un helicóptero desde el aire atacaron brutalmente con armas de fuego a los manifestantes, en el cual resultaron dos muertos y 9 heridos pertenecientes a los miembros de la nación Shuar, que mantienen en una resistencia pacífica por la vida y la defensa de la naturaleza- PACHAMAMA.

Hoy día el Presidente dictador de Correa ha declarado una guerra civil contra las Nacionalidades originarias de la Amazonia Ecuatoriana, por tanto demandamos a la OEA y la ONU su intervención urgente ante el gobierno de Ecuador, para vigilar y observar la violación flagrante de los Derechos de los pueblos Originarios en concordancia con todos los Tratados y convenios internacionales suscritos por nuestro país como el convenio 169 de la OIT y la Declaración de las Naciones Unidas.

Frente a esta crítica realidad nacional en que vivimos, en los actuales momentos los Pueblos marginados e excluidos del país, las Nacionalidades de la Amazonia, declaramos el Estado de Emergencia máxima en todos sus territorios ancestrales, sin declinar las acciones de levantamiento indígena.

Así mismo, solicitamos de manera urgente la conformación de una comisión de alto nivel de incidencia nacional e internacional, conformado por los representantes de los gobiernos amigos de América como: Bolivia, Venezuela, Guatemala, Nicaragua, países miembros de UNASUR, CAN, los organismos de Derechos Humanos Internacionales, Coordinadora de Organizaciones Indígenas de la Cuenca Amazónica “COICA” para buscar la mediación entre el gobierno de Ecuador y las Nacionalidades y Pueblos originarios del Ecuador.

Finalmente pedimos la solidaridad de todos los sectores sociales del país, ante los atropellos que están sucediendo en la Amazonia Ecuatoriana, sin respetar un verdadero Estado Plurinacional.
