US banks closing non-resident accounts?

A recent post quoting a Gary Scott article suggested that US banks are closing accounts because account holders now reside out of the country. I understand that some foreign banks are no longer accepting US customers, but I cannot find anything to verify that US banks are doing this to US citizens. Inactivity or excessive fees were most often the case. Has this really happened to anyone?
