Tourist Visa... Border hopping?

I came to Ecuador on a tourist visa, it is going to expire April 1st.

I have friends who have stayed in Ecuador much longer than 90 days by "border hopping" they hop on a bus up to Columbia or down to Peru, and come back into Ecuador, they get a fresh 90 day tourist Visa.

Recently, I have heard that this is less easy to do, and at the airports at least, people do not get a new tourist visa, is this true only at the airports or at the borders as well?
