Building standards in Salinas

As those of you who are starting to know me, my husband and I are interested in a Salinas condo - generally the higher the better for both the noise and the view- but this comes with two questions. Are the newer building being built to some level of earthquake standards and are these condos set up with emergency generators so that in the event of a power outage you don't have to hike 12 floors to your unit? Does anyone have these answers? Thanks in advance
