Land of Eternal Spring?

Buenos diaz amigos ecuadorianos,
I am checking weather reports from Cuenca and Quito daily for the last few weeks. Almost everyday such report says: “Chance of a thunderstorm. Scattered clouds. Chance of precipitation 40% (or 30, or 50 or 70%)”. Temp low 39-45 and high 51-60 F. Is it unusual this year or just normal and it should be like that?
