FIRST STEPS

I am dragging my 77 year old husband down to see if we'd like to live in Ecuador. I have in mind a home in or nearly in a town with stores and pubs we can walk to. Is there anywhere where the weather is good for "out door" living (like CA); where the homes have tall ceilings and water and electricity? We live in KY now where it is beautiful but very seasonal; winters are too cold and summers can be too hot. My sister is thinking of joining us. She has a severely brain injured son who is bedridden requiring 24/7 attention. Would she be able to find nice caring people to care for him? No special medical expertize needed; more like taking care of a large baby. It is almost impossible to find anyone to care for him here. How should we proceed to learn more about where to go and who to talk to? Thanks for anything you can offer.
