temp. non-immigrant visa

Ecuador issues 1 or more types of non-immigrant visas that are good for 3-6 months. Let's say that a person has almost used up the 90 days of his initial "free" tourist period. Before his 90 days expire, can he obtain the temporary non-immigrant visa WITHIN Ecuador? I believe the answer is yes. My next question is: Where exactly in Quito and in Cuenca can an U.S. citizen get a temporary non-immigrant visa? Is the process quick (i.e. same-day)?

At the Ecuadorian consulate in Piura, Peru, a U.S. citizen only needs to present a credit card (proof of financial stability) and some minor things to get the temporary visa.
