Lan Cargo

I am planning a move to Salinas and will fly from Miami to Guyaquil. I have been in touch with Lan cargo to send 4 or 5 additional boxes. They said I would need to bring a list if items in each box to local consulate for approval and then I would have no problems. I also have a lawyer who says I can get my resident visa at local consulate before I travel with her help. Is this all true? Does anyone have experience with this? I don't want to be stuck with large duties. I am also concerned that they may want the cedula which I will not have at that time.
