Hostel and Translator/guide for Quito

Hi,
Can anyone in Quito give me information on one or two hostel to the Ecuadorian government offices that is safe and secure? Also, I will need the aid of a translator at the embassy and hopefully the same person to show me a round a bit. This would be for the end of January.

And for those that caught my earlier mistake. Man is my face red, but ha, ha I fixed it.
