will i lose my parcels

hi,
i had sent 3 packages of about 4.7 kilograms to ECUADOR to a friend,

the custom people said it was extra weight,
& refused to let go even on taxes,

the customs people are saying they'll send them back,
i haven't got them,

have i lost my packages,
& will they steal my things...

i had new clothes in 2 boxes & used books in the third,

is there anyone who can help in this matter,
thanks.
