status of airport at manta

trying to find out about the status of the airport in manta. thought i read somewhere that it had been granted international flight status but couldn't find anything on the internet. has it actually been granted international flight status and does it need to be upgraded relative to its infratstructure before international flights occur???? we have a small dog that is part of our family and just wondering.....
