Is that a real police officer?

Reading the papers of Ecuador you will often see that crimes are committed by individuals that look like police - Guayaquil police now are trying to crackdown on the clandestine sales of police uniforms to criminals. Uniforms are only to be sold to officers and at authorized locations. Apparently it has been fairly easy in the past to obtain the uniforms.
