Normalization of Codes

Earlier today the Prefectura de Santa Elena sent a letter to the Mayors of La Libertad, Salinas and Santa Elena along with a detailed Project Plan signed by representatives from Comunas and Parroqias in all three Canton's strongly suggesting a review of codes to assure cross municipality consistency, fill gaps where they exist and use best practices when applicable. The plan is based on published international standards. Took a few months but the vote to issue was unanimous. Hopefully the Mayor's will at least consider the artifact.
