Ideas on expediting residency visa for Seniors

Hello Fellow Retirees in Ecuador!
My husband and I have been here one year and ended up getting voluntary visas that are due to expire in November. We are working with a lawyer in Quito but she didn't put in the paperwork for residency visa in May. (We had it much earlier but they passed the new requirement for certified letter from the Consulate where you reside). It finally went in July 21st and since then, when she has checked there has been NO ACTION on it - not even looked at it. Does anyone have connections or suggestions? I know that The Ecuadorian Dept. of Extranjeria has closed twice this year and appointed new staff but still!!
