Reasonable Hotel in Quito

We are visiting Quito in March 12 and would appreciate suggestions on hotels in Quito. Also we want to visit Cotacachi and wondered if we should rent a car and drive there or use a taxi.

Suggestions for a place to stay in Cotacachi will also be appreciated.
