toyotas in ecuador

who knows what the deal is on toyotas in ecuador? i see they are no longer listed on PatioTuerca.com. i seem to recall a notice (on this thread?) that if you show up for service at the dealer's with an imported new toyota - the dealer charges $10,000 before he will provide service. i see them all over ecuador and wonder what the real story is on them - is this really elitism or is that an urban legend? if it is true - has anyone sought relief from the manufacturer?
