Returning Dogs to USA

I see a lot of information on bringing dogs in to Ecuador, but does anyone have information on taking dogs back to the USA from Ecuador? Our local vet on the coast said he would write up a letter saying the dogs were in good health. Then we were to take his letter and go somewhere in the airport at Quito to pay someone there to get a International Health Certificate. I wanted to see if anyone on this forum had personal experience with taking a pet back (as checked bags) and could shed some more light on the subject, such as where is this place in the airport, how much does it cost, and is this really the process? Thanks.
