Where to Find Visa Requirements Entering Ecuador

I have looked at several links and they give conflicting info. I have talked to immigration attorney's and have been given conflicting info.

Wife is Kenyan, An Ecuadorian attorney is insistent that she is allowed in on a 90 day visa(same as U.S. citizen), I have been told by other people she would be turned away and sent back to Kenya if I followed that advice.
